The Department of Veterans Affairs (VA) published a final rule in the Federal Register on May 2, 2016, which added to a number of regulations in part 21, Code of Federal Regulations. These regulations used the title of Vocational Rehabilitation Counselor (VRC) for the position responsible for making certain determinations with respect to chapter 31 services and benefits. The preamble to the final rule inaccurately cites supporting documents and fails to clarify the qualifications and duties of the VRC. This revision corrects those inaccuracies and more clearly explains the basis for the final rule.
