The Department of Veterans Affairs (VA) published an interim final rule in the Federal Register on May 2, 2016, which added to a number of regulations in part 21, Code of Federal Regulations. These regulations used the title of Vocational Rehabilitation Counselor (VRC) for the position responsible for making certain determinations with respect to chapter 31 services and benefits. The preamble to the interim final rule inaccurately cites supporting documents and fails to clarify the qualifications and duties of the VRC. This final rule corrects those inaccuracies and more clearly explains the basis for the final rule. These amendments are in accordance with the President’s priorities that improve service delivery, customer experience, and reduce administrative burdens for those accessing public benefits and services.
