The Department of Veterans Affairs (VA) is amending its regulations that govern programs benefiting homeless veterans to conform to new statutory requirements. VA is establishing a new grant program that will provide case management services to improve the retention of housing by veterans who were previously homeless and are transitioning to permanent housing and to veterans who are at risk of becoming homeless. This interim final rule is an essential part of VA’s attempts to eliminate homelessness among the veteran population. This rule implements the mandates of sections 712 of Public Law 114-315, which provides a deadline of December 16, 2017.
