The Department of Veterans Affairs (VA) is proposing to amend the General Provisions and Vocational Rehabilitation and Education regulations to incorporate the provisions of section 1002 of the Supplemental Appropriations Act of 2009 (Public Law 111-32) which authorized the "Marine Gunnery Sergeant John David Fry Scholarship"; the Post-9/11 GI Bill Educational Assistance Improvements Act of 2010 (Public Law 111-377), which modified the manner in which payments of educational assistance payments are determined, and expanded the types of programs students may pursue under the Post-9/11 GI Bill; and a select number of provisions of Harry W. Colmery Veterans Educational Assistance Act of 2017 (Public Law 115-48). This proposed rule would include the rules necessary to implement the provisions of these as well as other legislative enactments that affect the provision of educational assistance to veterans.
