<p><span class="normaltextrun">The Committee for Purchase From People Who Are Blind or Severely Disabled (Committee), which administers the AbilityOne Program, intends to issue a rule to clarify when a new commodity (product) requirement from a Federal agency is considered a replacement for an existing commodity on the Procurement List. The rule will also clarify the Committee&rsquo;s criteria for determining when a commodity that is not on the Procurement List is essentially the same as a commodity on the Procurement List, thus triggering the mandatory purchase requirements of the Procurement List. By clarifying what is considered a replacement commodity, and the criteria for essentially the same commodities, the Committee will increase Federal agencies&rsquo; understanding of and compliance with the Committee&rsquo;s Procurement List mandatory source purchasing requirements.</span><span class="eop">&nbsp;</span></p>
