The Committee for Purchase From People Who Are Blind or Severely Disabled (Committee), which administers the AbilityOne Program, intends to amend the requirements the central nonprofit agencies (CNAs) must meet before charging fees (Program Fee) to AbilityOne nonprofit agencies. The proposed amendment will require the CNAs to have a cooperative agreement consistent with the framework of Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (2 CFR 200). This requirement will ensure the Committee’s effective stewardship of the Program Fee by reducing administrative burden, and preventing even the perception of waste, fraud, and abuse of Federal funds.
