        <ABSTRACT><![CDATA[The Commission's involvement and staff's participation in voluntary standards activities is governed by the Commission's regulations at 16 CFR part 1031, Commission Participation and Commission Employee Involvement in Voluntary Standards Activities. On May 16, 2012, the U.S. Government Accountability Office (GAO) issued a report titled, "Consumer Product Safety Commission: A More Active Role in Voluntary Standards Development Should Be Considered," recommending that the Commission review its policy for participating in voluntary standards development activities and determine the feasibility of agency staff assuming a more active, engaged role in developing voluntary standards. On September 4, 2013, staff provided to the Commission for its consideration a briefing package with a draft notice of proposed rulemaking (NPRM) to amend the Commission's regulations at 16 CFR part 1031. The draft proposed rule would eliminate prohibitions on staff: (1) participating as voting members of voluntary standard development groups, and (2) accepting leadership positions in voluntary standard development groups. On September 13, 2013, the Commission approved publication of the draft NPRM in the Federal Register, and the NPRM was published on September 20, 2013, with a comment period closing date of October 21, 2013.
