Based on direction in the Fiscal Year 2016 Operating Plan, staff submitted a briefing package to the Commission on September 30, 2016, addressing furniture tipovers and focused, specifically, on clothing storage unit (CSU) tipovers. In the Fiscal Year 2017 Operating Plan, the Commission directed staff to prepare a briefing package and draft advance notice of proposed rulemaking (ANPRM) on furniture tipovers. Based on a review of incident data and hazards, staff prepared a briefing package and draft ANPRM addressing CSU tipovers. Staff submitted the briefing package and draft ANPRM to the Commission on November 15, 2017. On November 21, 2017, the Commission voted unanimously to publish the ANPRM in the Federal Register. The ANPRM was published on November 30, 2017, seeking comments and initiating rulemaking under the Consumer Product Safety Act (15 U.S.C. 2051-2089). On January 17, 2018, the Commission published a notice extending the comment period on the ANPRM to April 14, 2018.
