<p>On April 28, 2021, staff submitted an advance notice of proposed rulemaking (ANPRM) briefing package for Commission consideration concerning fire hazards associated with recreational off-highway vehicles (ROVs), utility terrain vehicles/utility task vehicles (UTVs), and all-terrain vehicles (ATVs), as well as debris-penetration hazards association with ROVs and UTVs. The Commission published the ANPRM on May 11, 2021. Staff is evaluating the comments on the ANPRM. In March 2023, ANSI notified the Commission that the voluntary standard for ATVs, ANSI/SVIA 1-2017, was revised to include requirements that address fire hazards.&nbsp; On January 23, 2024, the Commission published in the <strong>Federal </strong> <strong>Register </strong>a final rule amending the Commission&rsquo;s mandatory ATV standard to reference the 2023 edition of the ANSI/SVIA standard. In December 2022, the Outdoor Power Equipment Institute (OPEI) revised the voluntary standard for multi-purpose off-highway utility vehicles (MOHUVs, which include requirements for recreational off-highway vehicles (ROVs) with maximum speeds above 30 mph) ANSI/OPEI B71.9&nbsp; to include requirements that address fire hazards related to hot surfaces and fuel system components. Similarly, in March 2023, the Recreational Off-Highway Vehicle Association (ROHVA) revised the voluntary standard for ROVS ANSI/ROHVA 1 to include requirements that address fire hazards related to hot surfaces and fuel system requirements.&nbsp; Staff will assess the updated voluntary standards (ANSI/OPEI B71.9-2022, ANSI/ROHVA 1-2023, and ANSI/SVIA 1-2023) requirements&rsquo; effectiveness in addressing fire hazard in OHVs.&nbsp; If staff assesses that the voluntary standards do not adequately address the fire hazard risk associated with the vehicles, staff will prepare an NPRM briefing package related to OHV fire hazards.&nbsp; In fiscal year 2024, staff will conduct data analysis and technical review.</p>
