Staff submitted to the Commission a draft advance notice of proposed rulemaking (ANPRM) to initiate a rulemaking proceeding under the Consumer Product Safety Act (CPSA) and the Federal Hazardous Substances Act (FHSA). On March 6, the Commission voted to publish the ANPRM in the Federal Register . The ANPRM discusses the risk of injury associated with mechanical hazards of e-bikes as well as existing regulations, voluntary standards, and potential regulatory options under the CPSA and FHSA. The ANPRM invites comments in response to questions about e-bike usage, incidents, market information, potential requirements to address any mechanical hazards, and their potential impacts. The ANPRM was published on March 15, 2024, and the comment period closes on May 14, 2024. In fiscal year 2024, staff anticipates reviewing comments on the ANPRM.
