This proposed rule would replace references to "National Senior Service Corps" with "AmeriCorps Seniors" to reflect that the Senior Companion Program (SCP), Foster Grandparent Program (FGP), and RSVP are AmeriCorps Seniors programs. The proposed rule would also improve flexibility for grantees by removing the requirement for grantees to employ a full-time project director, and support volunteers' ability to serve in FGP and SCP by defining allowances as authorized in sections 213(d) and 211(b) of title II of the Domestic Volunteer Service Act of 1973, as amended (42 U.S.C. 5011, 5013).  Under certain extraordinary circumstances, these allowance payments could be made in lieu of stipends otherwise paid to volunteers who serve in the National Senior Service Corps' (AmeriCorps Seniors') Senior Companion (SCP) and Foster Grandparent (FGP) programs for their service at grantee organization.
