This proposed rule will consider additional programmatic and grantmaking flexibilities, including waivers and exceptions to caps on time spent on education and training activities for individuals who may particularly benefit from those activities, such as individuals reentering society after incarceration, to ensure that they may participate in national service while acquiring skills and knowledge to ease their transition into the workplace.
