<RULE_TITLE>Children's TV, Obligations of Digital TV Broadcasters (MM Docket No. 00-167)</RULE_TITLE>
<![CDATA[This proceeding seeks comment on a range of issues related to application of our existing children's programming rules to digital broadcasting. The NPRM focused primarily on two areas: the obligation of commercial television broadcast licensees to provide educational and informational programming for children and the requirement that television broadcast licensees limit the amount of advertising in children's programs.

The resulting Report and Order addressed the obligation of DTV broadcasters to provide programming to children. Further, the Report and Order amended the Commission's rules regarding on-air identification of children's programming. Regarding commercial time limits, the R&O addressed issues related to the definition of "commercial matter."

On March 17, 2006, the Commission adopted a Second Further Notice of Proposed Rulemaking seeking public comment on a joint proposal filed by industry representatives and children's television advocates.

The Second Order on Reconsideration and the Second Report clarified rules regarding the obligation to provide children's programming on DTV multicast channels.]]>
