        <ABSTRACT><![CDATA[Congress has mandated that after February 17, 2009, full-power broadcast stations must transmit only in digital signals, and may no longer transmit analog signals.  This proceeding is the Commissions third periodic review of the transition of the nations broadcast television system from analog to digital television (DTV).  The Commission conducts these periodic reviews in order to assess the progress of the transition and make any necessary adjustments to the Commissions rules and policies to facilitate the introduction of DTV service and the recovery of spectrum at the end of the transition.  In this review, the Commission considers how to ensure that broadcasters complete construction of their final post-transition (digital) facilities by the statutory deadline.]]></ABSTRACT>
