Title IV of the Americans with Disabilities Act requires the Federal Communications Commission to ensure the availability of telecommunications relay services.  IP Relay is a form of TRS that permits an individual with a hearing or a speech disability to communicate in text using an internet Protocol-enabled device via the internet.  In CG Docket No. 12-38, the Commission considers rules and policy for the provision of IP Relay, including the process for registering users for IP CTS and the methodology for determining TRS Fund support. The Commission takes these steps to ensure the provision of IP Relay in a functionally equivalent manner to persons who are deaf, hard of hearing, deaf blind or have speech disabilities. In doing so, the Commission balances several different factors including regulating the recovery of costs caused by the service, encouraging the use of existing technology and not discouraging or impairing the development of improved technology, and ensuring IP Relay is available, to the extent possible and in the most efficient manner.
