Title IV of the Americans with Disabilities Act requires the Federal Communications Commission to ensure the availability of telecommunications relay.  Internet Protocol Captioned Telephone Services (IP CTS) is a form of relay service designed to allow people with hearing loss to speak directly to another party on a telephone call and to simultaneously listen to the other party and read captions of what that party is saying over an IP-enabled device.  In CG Docket No. 22-408, the Commission considers rules and policy for the adoption of a compensation methodology and compensation levels for Telecommunications Relay Services (TRS) Fund support of providers of IP CTS.The Commission takes these steps to ensure the provision of IP CTS in a functionally equivalent manner to persons who are deaf, hard of hearing, deaf, blind or have speech disabilities. In doing so, the Commission balances several different factors including regulating the recovery of costs caused by the service, encouraging the use of existing technology and not discouraging or impairing the development of improved technology, and ensuring IP CTS is available, to the extent possible and in the most efficient manner.
