The United States (U.S.) General Services Administration (GSA) is proposing to amend the Federal Travel Regulation (FTR) by implementing a third methodology for reimbursing temporary quarters subsistence expenses (TQSE) allowance and redefining the current methods of reimbursing TQSE. The proposed rule would clarify that TQSE percentage multipliers are not to be adjusted for house hunting days. The proposed rule would list an exception to  the "reasonable proximity” requirement for temporary quarters locations located in Presidentially-Declared Disaster areas, and permit agencies to authorize rates other than the standard Continental United States rate as the applicable per diem rate for TQSE reimbursements. The proposed rule would also update and clarify TQSE sections and rearrange into a more sequential order.
