We propose to revise the regulations which set the fees that NARA may charge for Freedom of Information Act (FOIA) requesters. The current regulations are based on a fee structure applicable to search, review, and duplication of paper records. This revision would broaden the current fee structure's applicability to include search, review, and duplication of digital records. This revision would also clarify the varying fees for different categories of FOIA requesters to better reflect the current costs of FOIA searches to the agency.
