        <ABSTRACT><![CDATA[The National Endowment for the Arts (NEA) proposes rules to implement the Program Fraud Civil Remedies Act of 1986 (PFCRA), which authorizes the NEA to impose, through administrative adjudication, civil penalties and assessments against any person who makes, submits, or presents a false, fictitious, or fraudulent claim or written statement to the agency or against any person causing such fraudulent actions to occur.  The regulations establish the procedures the NEA will follow in implementing the provisions of the PFCRA and specifies the hearing and appeal rights of persons subject to penalties and assessments under the PFCRA.]]></ABSTRACT>
