<p>The National Endowment for the Arts (NEA) proposes rules to implement the National Environmental Policy Act of 1969 (NEPA)&nbsp;consistent with the Council on Environmental Quality&rsquo;s recently revised NEPA implementing regulations, 40 CFR 1500 through 1508. NEPA's basic policy is to ensure that Federal agencies give proper consideration to the environment prior to undertaking any major Federal action that significantly affects the environment and disclose to the public the effects of those actions. These rules will ensure the NEA's integration of the NEPA process into NEA&rsquo;s decision-making process at the earliest possible time to reflect environmental values.</p>
