The National Transportation Safety Board (NTSB) plans to issue a Notice of Proposed Rulemaking (NPRM) containing technical, nonsubstantive edits to several parts in 49 CFR, Chapter VIII:

Part 801 - Public Availability of Information;

Part 802 - Rules Implementing the Privacy Act of 1974;

Part 806 - National Security Information Policy and Guidelines; Implementing Regulations; and

Part 807 - Enforcement of Nondiscrimination on the Basis of Handicap in Programs or Activities Conducted by the NTSB.

The NPRM follows a notice the NTSB published in the Federal Register in June 2012, which indicated the NTSB would review all NTSB regulations and amend them to ensure they are up-to-date, in accordance with Executive Orders 13563 and 13579. The NTSB intends to update terms and citations, and rephrase and reorganize the regulations to clarify their scope and implement the Presidential Memorandum, Plain Language in Government Writing, 63 FR 31885 (June 1, 1998).

Plans to revise the parts listed above were identified in this RIN (AA06) and several previous RINs:  3147-AA07, AA10, and AA14. In the interest of economy and efficiency, the NTSB has since merged those RINs into this RIN (AA06) and decided to issue a single NPRM containing similar technical, nonsubstantive revisions.
