In 2016, the Consumer Financial Protection Bureau (Bureau) issued a final rule that applied the Electronic Fund Transfer Act, the Truth in Lending Act, and their implementing regulations (Regulations E and Z), to prepaid accounts. In light of a Federal court ruling finding that certain aspects of the rule exceeded the Bureau’s authority, the Bureau is considering whether amendments to the rule are necessary to implement this ruling. The Bureau may consider additional revisions to the rule as well.
