        <ABSTRACT><![CDATA[Section 535 of Division E (the Department of Homeland Security Appropriations Act, 2008) of the Consolidated Appropriations Act, 2008, Public Law 110-161 (approved December 26, 2007), enacts new human capital management provisions applicable to specified Customs and Border Protection (CBP) Officers. In addition to the provisions that will be continuing and that will apply to individuals employed by CBP on its effective date, section 535 also includes unique provisions applicable only to individuals who are CBPOs on its effective date. The law prescribed that Any regulations necessary to carry out the amendments made by this section shall be prescribed by the Director of the Office of Personnel Management in consultation with the Secretary of Homeland Security.]]></ABSTRACT>
