<p>The U.S. Office of Personnel Management (OPM) plans to issue a final regulation concerning changes in its procedures for determining whether an individual's failure to register with the Selective Service System was knowing and willful.&nbsp; Under the proposed rule, individuals will be given an opportunity to better explain their failure to register, and the determination will be made on a more reliable and complete record.&nbsp;&nbsp;</p>
