The Office of Personnel Management (OPM) is finalizing amendments to its career and career conditional employment regulations. These revisions implement section 1108 of Public Law 115-232, John S. McCain National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2019, which requires OPM to issue regulations establishing hiring authorities for post-secondary students to positions in the competitive service under 5 U.S.C. 3116. The intended effect of the authority is to provide additional flexibility in hiring eligible and qualified individuals.
