<p>OPM is required to establish a minimum number of SES Career Reserved positions. The OPM Director may lower the floor below the baseline established by statute where necessary to create general SES positions in certain categories of important policymaking positions. OPM proposes to lower the number of career reserved Senior Executive Service (SES) positions below the current floor (3,571). OPM establishes a minimum number (floor) of Career Reserved (CR) positions for each agency. An agency must maintain a number of established CR positions equal to or exceeding its CR floor at all times. For this purpose, an established CR position counts whether it is vacant or filled.</p>
