| Title: United States Postal Service Supplemental Standards of Ethical Conduct Regulations Issued Jointly With the Concurrence of the Office of Government Ethics | |

Abstract:
The United States Postal Service (Postal Service), with the concurrence of the Office of Government Ethics (OGE), proposes to amend the Supplemental Standards of Ethical Conduct for Employees of the United States Postal Service to modify the restrictions on employees’ outside employment or business activities with or for manufacturers of uniforms or other postal-required products; modify the restrictions on employees’ outside employment or business activities with or for Highway Contract Route contractors; and clarify the prohibition on employees’ outside employment or business activities with or for persons engaged in the delivery outside the mails of any type of mailable matter, except daily newspapers. The proposed amendments additionally clarify and modify the requirement for employees to obtain prior approval to engage in outside employment or business activities with or for persons having interests substantially dependent upon providing goods or services to, or for use in connection with, the Postal Service. Further, the proposed amendments modify the activities in which employees are prohibited from engaging while on duty or in uniform, or at any postal facility. In addition, the proposed amendments add a provision providing the requirements for when Postal Service Office of Inspector General (OIG) employees must report and/or obtain prior approval to engage in outside employment or business activities. The proposed amendments also add a provision prohibiting the Postal Service Governors from having certain financial interests. Lastly, the proposed amendments make certain technical and miscellaneous changes. |
