<p>The Commission established a modern system for regulating rates and classes for market dominant products under the Postal Accountability and Enhancement Act of 2006 (PAEA). After 10 years, 39 U.S.C.&nbsp;3622(d)(3)&nbsp;requires the Commission to review this system to determine if it is achieving the objectives, taking into account the factors, established by Congress under the PAEA. If the Commission determines that the system is not achieving the objectives, taking into account the factors, the Commission may, by regulation, make modifications or adopt an alternative system as necessary to achieve the objectives. This rulemaking will fulfill the Commission's statutory responsibility to review the current system under 39 U.S.C. 3622(d)(3).</p>
