The FOIA Improvement Act of 2016 (Pub. L. 114-185) required federal agencies to amend their regulations to address a range of procedural issues, including an extension of the time for requesters to file an administrative appeal, requiring agencies to provide dispute resolution services at various times throughout the FOIA process, and the addition of new elements in agency’s annual FOIA reports. Additionally, the Presidio Trust is proposing minor ministerial changes to its FOIA regulations such as the mechanism for regularly updating the fees the Trust charges to respond to FOIA requests. The anticipated costs of the proposed revisions to the FOIA regulations are negligible.
