Pursuant to section 869 of the National Defense Authorization Act for Fiscal Year 2016, the Small Business Administration (SBA) is proposing to establish rules of practice for a new type of Office of Hearings and Appeals (OHA) appeal, called "petitions for reconsideration of size standards." This rule will also amend SBA's small business size regulations (13 CFR part 121) to include Size Standard Petitions as part of SBA's process for establishing size standards. In addition, SBA is proposing to revise rules of practice for OHA appeals of employee grievances.
