<p>SBA has undertaken this deregulatory effort pursuant to Executive Order 14219, which instructed Federal Agencies to review all regulations for consistency with law and administrative policy and rescind or modify these regulations, as appropriate.&nbsp; To that end SBA has reviewed its regulations and is removing superfluous, outdated, unnecessary or redundant regulations; streamlining and consolidating regulations affecting small businesses and disaster recipients, making technical corrections and clarifications, strengthening program oversight, and otherwise reducing unnecessary regulatory burdens and increasing flexibility. This proposed rule specifically removes disaster related definitions and requirements that are already provided by statute, removes outdated references, and removes requirements and regulations that are no longer applicable to the disaster loan program.&nbsp; For example, simple term definitions such as those contained in 123.500 for the Military Reservist Economic Injury Disaster Loans taken directly from the statutory text are being removed.&nbsp; In addition, references and regulations related to the Immediate Disaster Assistance Program (IDAP) initiated as part of the Food, Conservation and Energy Act of 2008 (the Farm Act), Public Law 110-246 are also being removed since that program was never implemented, has not been funded and SBA has no plans to request specific funding for the program.</p>
