In response to Executive Order 14219, SBA has completed a page-by-page, line-by-line review of all of its existing regulations to determine which might be revised or eliminated. SBA proposes to amend its regulations governing nonprocurement debarment and suspension, covered transactions. This action is necessary to rectify references to 2 CFR Part 180, eliminate provisions in this subpart which limit the scope of covered transactions, and extend the coverage of the SBA nonprocurement suspension and debarment requirements to all lower tiers of subcontracts under covered nonprocurement transactions.
