DoD, GSA, and NASA are amending the FAR to update the list of duties for the Office of Small and Disadvantaged Business Utilization (OSDBU), or for DoD, the Office of Small Business Programs (OSBP). The National Defense Authorization Act of Fiscal Year 2017 amended the Small Business Act (15 U.S.C. 644(k)) adding duties for OSDBUs and OSBPs. These duties are being added to the existing list of duties at FAR 19.201(c).  Additionally the rule will include existing acquisition-related OSDBU or OSBP duties that are not currently listed in the FAR. This rule is not implementing or imposing any new requirements; rather it is updating the FAR to make acquisition professionals aware of the statutory requirements of the OSDBUs and OSBPs.
