DoD, GSA and NASA are proposing to amend the Federal Acquisition Regulation (FAR) to implement changes to the Small Business Administration Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR)  Policy Directive issued (May 2, 2019). The proposed changes include updating FAR 27 to add reference to the STTR program, revise: definitions, allocation of rights, protection period, SBIR/STTR rights notice, data rights marking provisions, and add language to FAR 6.302-5(b) to acknowledge the unique competition requirements for SBIR/STTR Phase III contracts permitted by the Small Business Act.
