This rule will allow prime contracts or receive credit towards the goals in their small business subcontracting plans for subcontracts awarded by their subcontractors.  This rule is being issued in accordance with section 1614 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2014, as amended by section 870 the NDAA for FY 2020, and as implemented in the Small Business Administration final rule published on December 19, 2022.
