Title: Surface Haulage 
Abstract: Accidents involving surface haulage equipment constitute a major safety problem in the mining industry. A review of fatal mining accidents during the past 3 years shows that 30% of the deaths involved surface haulage equipment. This equipment includes large 240 ton haulage vehicles, over-the-road trucks, front-end loaders, and other equipment. Causes of surface haulage accidents include brake failures, unsafe grades, overloaded vehicles, and "blindspots." To address this problem, MSHA intends to issue an advance notice of proposed rulemaking which would request information on the safe operation of surface haulage equipment and which would focus on these and other factors linked to accidents involving surface haulage equipment.
