Abstract: Amendment 13 would extend the duration of the red snapper trip limits and endorsement provisions until the approved ITQ program for red snapper under Amendment 8 is implemented or until replaced by an alternative plan to limit access to the commercial red snapper fishery (Amendment 15). If neither of these management options occurs, the endorsement system will terminate on December 31, 1997. | |
