Title: Taking of Marine Mammals Incidental to Commercial Fishing Operations; Take Reduction Plan Regulations and Emergency Regulations 
Abstract: The Marine Mammal Protection Act amendments of 1994 (Public Law 103-238) provide for the development and implementation of take reduction plans to assist in the recovery or prevent the depletion of strategic marine mammal stocks. These take reduction plans shall be developed by take reduction teams, comprised of representatives of Federal, state, and other government agencies, as well as other non-governmental organizations. In some cases, take reduction plans may recommend regulatory measures for effective implementation. NMFS must publish proposed regulations to implement such plans for public review and comment during a period not to exceed 90 days.
