Abstract: This rule allows the Secretary to delegate to the States certain royalty management functions for Federal lands. It expands the functions that a State can request for delegation, including: conducting audits and investigations, processing production and financial reporting and correcting erroneous data; performing automated verification; and issuing demands, subpoenas, and orders to perform restructured accounting. The rule states the specific activities that a State must perform under each delegation and the standards a State must follow in performing each function. | |
