Title: Hazardous Waste Manifest Regulation
Abstract: The purpose of this proposed rule is to amend the existing Uniform Hazardous Waste Manifest regulations to reduce the paperwork burden associated with transporting hazardous waste. Presently, the manifesting process requires the use of a multicopy form which must accompany each shipment of hazardous waste to a designated facility and must be retained by each handler. The Agency understands that the Uniform Hazardous Waste Manifest is burdensome to hazardous waste handlers for a variety of reasons. The Agency seeks to build upon information gathered from the past negotiated rulemaking effort in order to streamline the Agency's paperwork burden. EPA will develop a proposed rule that will simplify the manifest process and reduce the paperwork burden associated with the shipment of hazardous waste offsite by utilizing electronic record keeping and reporting technologies.
