Title: Lead-Based Paint Poisoning Prevention in Certain Residential Structures (FR-3482) | |
Abstract: The Office of Lead Hazard Control, in the Office of the Secretary provides overall direction to HUD's lead-based paint activities. ^PCurrently, part 35 of HUD's regulations addresses the Department's requirements on lead hazards in housing. The Residential Lead-Based Paint Hazard Reduction Act of 1992, which is title X of the Housing and Community Development Act of 1992, requires substantial revisions to HUD's current regulations for the evaluation and control of lead-based paint hazards in federally-assisted and federally-owned housing. The legislation evidences a concern with developing a national strategy to build the infrastructure necessary to eliminate lead-based paint hazards in all nonelderly, pre-1978 housing. The strategy will be implemented, in part based on guidelines issued by the Secretary on August 25, 1995, on the conduct of federally-supported work involving risk assessments, inspections, interim control, and abatement of lead-based paint hazards ("Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing"). The revisions required by title X will affect HUD's housing programs and the housing programs of other Federal agencies. ^PHUD will consolidate the multitude of lead-based paint regulations found throughout HUD programs and will make them consistent, creating a single point of reference for the Department's lead-based paint requirements. | |
