Title: State Implementation Plan Calls for Certain States in the Ozone Transport Assessment Group (OTAG) for Purposes of Reducing Regional Transport Ozone | |
Abstract: Ozone and ozone precursors are transported across the north eastern United States. The Ozone Transport Assessment Group (OTAG) was formed in 1995 to document the amount and extent of this transport and to develop control recommendations. The OTAG is a collaborative process conducted by the affected States. The OTAG also includes representatives from EPA and interested members of the public, including environmental groups and industry, to evaluate the ozone transport problem and the development of solutions. Controls are intended to reduce the ozone and ozone precursors "blowing into" the nonattainment areas and allow the impacted States to design local control programs that they can consider in their strategies. The mandate for reductions is "underpinned" by the EPA action taken to declare existing SIPs inadequate and to require the OTAG reductions to be implemented in all necessary States with both attainment and nonattainment areas. | |
