Title: ●Pipeline Safety: Recommendations to Change Hazardous Liquid Pipeline Safety Standards 
Abstract: In 1995, the National Association of Pipeline Safety Representatives (NAPSR) completed its review of the hazardous liquid pipeline safety regulations. It provided OPS with 28 recommendations for changes to 49 CFR part 195, the hazardous liquid pipeline regulations. NAPSR's recommendations are aimed at making the regulations more explicit, understandable, and enforceable. This action would replace existing DOT standards governing the siting, design, and construction of liquefied natural gas facilities with an incorporation by reference of the 1996 edition of the National Fire Protection Association document, ANSI/NFPA 59A, "Production, Storage, and Handling of Liquefied Natural Gas." The action, which is based on an NFPA rulemaking petition, is expected to reduce costs to the gas pipeline industry without compromising safety. RSPA is seeking public comments on NAPSR's recommendations. This action is considered significant because it involves matters of substantial public and state interest.
