Title: ●Changes, Tests, and Experiments 
Abstract: The proposed rule would amend the Commission's regulations concerning authority of licensees for production or utilization facilities to make changes to their facilities or procedures, without prior NRC approval. The proposed rule would clarify the criteria that determine when prior approval is needed. The purpose of this rulemaking is to resolve differences in interpretation of requirements within the nuclear community so that changes which might affect the basis for licensing are reviewed before implementation, without also subjecting less significant changes to the license amendment review process. In an SRM dated April 25, 1997, the Commission directed the staff to develop a rulemaking plan that would allow changes involving small or negligible increases in probability of occurrence or consequences of accidents or malfunctions not to require prior approval. The staff recommended rulemaking on this issue in SECY-97-205, dated September 10, 1997, and is awaiting Commission direction.
