Title: Amendment 17 to the Fishery Management Plan for the Reef Fish Resources of the Gulf of Mexico
Abstract: Amendment 17 contains various options to address expiration of the commercial reef fish permit moratorium (December 31, 2000). The options may be implemented prior to the moratorium expiration date, and would apply to all species in the management unit, except red snapper. In general, the options either: (1) extend the current moratorium for an additional 3 years, or (2) replace the current provisions with a system of various classes of transferable vessel licenses or endorsements, similar to that approved for red snapper under Amendment 15.
