Abstract: .L. 104-231, enacted 10/02/96, amended the Freedom of Information Act (FOIA) (5 USC 552). It has a two-fold purpose: to improve public access to Government information and records maintained in an electronic format by Federal agencies and to reduce delays in agency responses to FOIA requests.
