Title: Certification of Certain Health Care Workers | |
Abstract: On September 30, 1996, the President signed the Illegal Immigration Reform and Immigrant Responsibility Act of 1996. Section 343 provides that certain foreign health care workers are inadmissible unless they present a certificate from CGFNS (or another equivalent certifying agency as determined by the Attorney General) to the Department of State, or in the case of adjustment of status, to the Attorney General, in order to enter the United States. The certificate must address such issues as licensure, training, language skills, and education. The Service will be publishing a proposed rule to implement these requirements, including a designation of covered health care occupations, the procedures and requirements for certifying organizations, the content of the certificates, and the process for presentation of the certificates. In addition, the Service plans to issue a temporary interim rule to address shortages in key health care occupations. | |
