Title: Harmonization of Head Restraints 
Abstract: The agency is proposing to modify the current head restraint height requirements to correspond to the Economic Commission for Europe (ECE) Regulation No. 25 and to propose performance requirements which are intended to assure that the head restraint, if adjusted, will remain locked in specific backseat and height positions.
