Title: Offstream Storage of Colorado River Water and Interstate Marketing of Storage Credits in the Lower Division States 
Abstract: This proposed rule establishes procedures for the Secretary of the Interior to follow in administering interstate storage agreements among the Lower Division States (Arizona, Colorado and Nevada). These agreements will permit State-authorized entities to store Colorado River water offstream, develop intentionally created unused apportionment, and make intentionally unused apportionment available to be used in another Lower Division State. The rule will help satisfy regional water demands by increasing the efficiency, flexibility, and certainty in Colorado River water management.
