Title: Safety/Security Zone Regulations
Abstract: These routine and frequent regulations establish limited access zones in which the Coast Guard exercises control of all vessels to ensure the safety or security of events, vessels or individuals. They are usually of short duration, ranging from a few hours to a few days. Safety zones are established for events such as fireworks displays, high speed races, or the transit of dangerous cargoes such as explosives or liquefied petroleum gas. Security zones are established for presidential or vice presidential visits, high profile events such as the Olympics, or controversial events such as transport of spent nuclear fuel. Safety and security zones are promulgated by Captains of the Port or District Commanders in response to requests or notifications from appropriate officials. These routine and frequent rulemakings support the Coast Guard's strategic goals of waterways management and marine safety. Total actions expected 10/01/98 to 10/01/99: 250. The Coast Guard is currently evaluating Y2K computer issues and whether they will alter the number of safety/security zones implemented during fiscal year 1999.
